Moving to Hawaii with a dog or cat
Hawaii is rabies free, and it keeps it that way with strict entry rules for dogs and cats. Get the steps right and on time, and your pet can walk out of Honolulu airport the day it lands. Here is the whole process, from the state's own checklists, and how pets fly there from Seattle.

Why Hawaii is different
On most US routes, the main paperwork is the airline's health certificate, plus whatever the destination state asks for. Hawaii asks for much more. It has no rabies, and the Hawaii Department of Agriculture and Biosecurity runs an animal quarantine program to keep it out.
The good news: if your pet meets the requirements, it does not have to sit in quarantine for months. The state has three ways in for dogs and cats coming from the mainland:
- Direct Airport Release at Honolulu: your pet is inspected and released at the airport the day it lands.
- Neighbor Island release at Kona, Maui (Kahului) or Lihue: the same idea, with a permit and a private vet inspector at the arrival airport.
- 5 Day Or Less: your pet meets the requirements but is not released at the airport, for example when it lands too late to be collected the same day. It is released from the state quarantine station in Honolulu within 5 days.
Pets that do not meet the requirements go into the 120-day quarantine. That is what everyone wants to avoid, and with enough lead time it can usually be avoided.
The program below is for dogs and cats of any age. For rabbits or any other pet, ask us before you plan.
Hawaii's pet entry program, step by step
These are the requirements for Direct Airport Release and 5 Day Or Less, from the state's checklists. The order matters.
1. Microchip
Your pet needs a working microchip, implanted before the rabies blood test. If your pet already has a chip, ask your vet to scan it and check that it reads, before the blood draw.
2. Two rabies vaccinations
Your pet needs at least two rabies vaccinations in its life, more than 30 days apart. The most recent one must be given more than 30 days before arrival and still be current on the day your pet lands. Many adult pets already have two. Puppies and kittens, and pets that have only had one shot, need time for the second.
3. The rabies blood test (OIE-FAVN)
Your vet draws blood and sends it to an approved lab for the OIE-FAVN rabies antibody test. The approved labs are at Auburn University, Kansas State University, the University of Missouri, and the Department of Defense lab in Texas. The result must be 0.5 IU/ml or more. Hawaii does not accept a RFFIT test, so make sure your vet orders the FAVN.
Results can take a while. The Neighbor Island checklist warns that "test results may be delayed for 6 to 8 weeks". This is the step that most often decides your moving date.
A passing result is good for a long time: the day after the lab received the sample must be no more than 36 months before your pet arrives.
4. The 30-day wait
Your pet cannot arrive until 30 days have passed, counted from the day after the lab received the blood sample. The state is very clear: arriving before the waiting period ends means your pet is held in quarantine until it qualifies, and "there are no exceptions".
5. Health certificate within 14 days
A vet examines your pet and signs a health certificate within 14 days of arrival. The state wants the original, in English, with the rabies vaccine details on it. A photocopy is not accepted. The airline also needs a health certificate within 14 days for dogs and cats flying to Hawaii, so one certificate does both jobs.
6. Tick treatment within 14 days
A vet treats your pet with a long-acting tick product within 14 days of arrival, and writes the product name and the date on the health certificate. The Honolulu checklist names Revolution as not acceptable, so check the product with your vet. Most people do it at the same visit as the health certificate.
7. The import form and documents
You fill in the Dog and Cat Import Form AQS-279 and send it to the Animal Quarantine Station with two original rabies certificates signed in ink and the program fee, paid by cashier's check or money order. The documents must arrive at the station 10 days or more before your pet lands in Honolulu. For Kona and Maui it is 30 days or more (see below).
The legal owner must be named on the Hawaii import form. A transport company can be listed as an authorized handler, never as the owner.
8. Land in Honolulu by 3:30 pm
Inspections for dogs and cats at Honolulu airport run from 8:30 am to 4:30 pm every day, weekends and holidays included. The state asks owners to arrange flights that arrive by 3:30 pm. A pet that lands later is held overnight and must be picked up by 10:00 am the next morning, or it moves to the 5 Day Or Less program.
Honolulu, Kona or Maui
Honolulu (HNL) is the simplest way in. It has the state's only quarantine facility, the documents are due 10 days before arrival, and you collect your pet at the airport after inspection.
Kona (KOA) and Maui (OGG, Kahului) take dogs and cats straight from the mainland only with a Neighbor Island Inspection Permit. For that:
- The documents and a passing blood test must reach the Animal Quarantine Station 30 days or more before arrival.
- You book one of the state's listed private vet inspectors at the arrival airport, and the inspector confirms the booking with the state.
- The airline asks for the printed permit at check-in. It must be issued for the first airport your pet lands at in Hawaii.
The airlines are not allowed to fly a dog or cat from outside Hawaii straight to Kona or Maui without a valid permit. If the permit is not ready, the option is to land in Honolulu and fly on later.

Timeline
Timeline: 4 months to landing
This is the calm version, for a pet starting from scratch. If your pet already has two rabies shots and a current blood test, you can skip ahead. Ask your vet to plan the dates of the shots and the blood test with you.

4 months or more before
Check the microchip. Gather your pet's rabies records. Book the second rabies shot if your pet has had only one. Get a price for the move so the dates are clear.

About 3 to 4 months before
Blood draw for the OIE-FAVN test, after the microchip, at an approved lab. Results can take 6 to 8 weeks. The 30-day wait counts from the day after the lab gets the sample.

When the result is back
Set the flight date: after the 30-day wait, and inside your pet's rabies vaccine. Order the crate and start crate training.
- 4
30 or more days before
Kona or Maui only: documents and the passing test to the state, Neighbor Island permit applied for, private vet inspector booked at the arrival airport.
- 5
10 to 14 days before
Honolulu: the import form and documents must reach the state 10 days or more before arrival. Vet visit within 14 days of arrival for the health certificate and the tick treatment.
- 6
Flight day
Your pet is handed in at SEA cargo and lands in Honolulu by 3:30 pm. After inspection, your pet is released to you or the person named on the import form.

If your pet is not ready: Hawaii pet quarantine
Hawaii is strict, and the state says so plainly. What happens when something is missing:
- Your pet arrives before the 30-day wait is over: it is held at the quarantine station in Honolulu, at your cost, until the eligible date. No exceptions.
- The documents arrive late: the state charges a higher program fee.
- Your pet lands after inspection hours: it is held overnight, and moves to the 5 Day Or Less program if it is not picked up by 10:00 am.
- Your pet does not qualify (no passing blood test, no valid microchip, missing rabies shots): it goes into the 120-day quarantine at the state facility in Honolulu.
Each case has its own fee, set by the state. The current amounts are on the official checklists linked at the bottom of this page.
Most problems come from the timing, not the pet: a blood test done too late, a microchip put in after the test, or a health certificate dated too early. That is why we plan the dates backward from the flight.
Flying your pet from Seattle to Hawaii
Alaska Airlines and Hawaiian Airlines both fly from Seattle to Hawaii. Since their merger they share one pet policy, and a pet flying on its own travels as cargo through Alaska Air Cargo. The flight from Seattle to Honolulu is about 6 hours.
- Only dogs and cats can fly in the hold or as cargo to Hawaii.
- Health certificate: within 14 days for dogs and cats flying to Hawaii, plus a rabies certificate.
- Crate: an airline approved hard kennel, with pet and kennel together up to 150 lb. Which kennel sizes fit the wide-body aircraft on some Hawaii flights is not published, so we check the aircraft and the crate for your flight. See airline pet crates.
- Snub-nosed breeds cannot fly in the hold to Hawaii, on Alaska or Hawaiian. See snub-nosed breeds and flying.
- Temperature: the airline generally flies pets in the hold only when the forecast is between 45°F and 85°F at every airport on the trip. Seattle, Honolulu, Kona and Maui are not on the airline's summer limit list, but storms can close Hawaii airports to pets for a day or two at short notice.
- Arrival time: we pick a flight that lands in Honolulu by 3:30 pm, so your pet can be inspected the same day.

A move to Hawaii has more paperwork than any other route, and some of it has to come from you, because you own the pet. Here is how it splits.
What we handle
- A timeline worked backward from your flight, with the dates for each vet step.
- A ride for your pet to your own vet in the Seattle area for the health certificate visit, if you want it (you pay the vet directly).
- The airline crate in the right size, set up for the flight.
- A check of the documents with you before they go to the state.
- The cargo booking on a flight that lands in time for inspection.
- Home pickup in the Seattle area and check-in at SEA cargo.
- Pickup in Hawaii after release, and delivery to your new home. For that, you list the person collecting your pet as an authorized handler on the import form.
What you do
- Fill in and sign the import form AQS-279 as the legal owner.
- Pay the state program fee and your vet directly.
- For Kona or Maui, book the private vet inspector at the arrival airport.

Leaving Hawaii, or coming back
Leaving Hawaii is simpler: the airline needs a health certificate within 14 days for dogs and cats flying to the mainland. Washington's own entry rules for pets are set by the state, so check them with your vet. See Honolulu to Seattle.
If your pet might go back to Hawaii one day, keep the rabies vaccinations current. A passing blood test counts for up to 36 months, which can save months on a return trip.
